Can a dead motherboard battery cause a computer to turn off?

Dell Dimension 4700 turns off after a while or does not turn on, the power light turns orange and flashes.
Can this be caused by a dead or low battery?
The motherboard does not look damaged or have leaking capacitors, but sometimes the power supply fan doesn’t turn on, usually when it is first turned on.

These don’t sound like dead battery symptoms.
no, probably a bad power supply
no that battery only keep the setting and time it would still boot
yea it can be a power supply problem or may be your mother board is out of order. . . .take out ram
from mother board and chek if it beeps & if it doesnt beeps then your mother board is bad.
