Can I use a sound card and the on board motherboard audio at the same time?

I have my computer connected to a 32" Samsung HDTV and it has a 3.5mm audio input jack on the back of it. I have Klipsch Pro Audio speakers connected to the sound card but when I connect the TV to the onboard audio out no sounds comes from the TV. Any suggestions?

Can I use a micro usb adapter interchangeably if they have the same voltage but different amperes rating and what’s the difference or effect? Both have 5V output but one has 700 mA rating and the other one 550 mA rating. Thank you.
